Third Party Data Access (TPDA) allows companies and organisations to share their electricity and gas consumption data with third parties so they can enjoy new services.
With this service, the mandated third parties can, for example:
- Accurately monitor energy consumption.
- Provide personalised advice regarding energy.
- Carry out administrative tasks such as billing.
Who can benefit from this service?
This facility is intended exclusively for legal entities in the Brussels-Capital Region, such as commercial businesses and non-state organisations (non-profit organisations, NGOs, federations, etc.). It is accessible to various types of applicants:
- Consumer customers who own one or more sites (for example, a customer who owns several restaurants).
- Employees representing their company or organisation.
- Third parties mandated by companies or organisations.
Please noteThis service is reserved for access points with a non-residential contract. Access points that are part of an energy sharing scheme are also unable to use the facility. |
What data is available?
The data is provided in the form of CSV files, which are submitted to an SFTP server (Secure File Transfer Protocol) at regular intervals, depending on the type of meter. Data on the energy injected into and taken from the grid are provided in the following formats:
- Quarter-hourly load curves: for AMR meters (Automatic Meter Reading) and smart meters (Smart Meter Reading).
- Monthly volumes of gas consumed: for MMR meters (Monthly Meter Reading).
- Annual volumes of gas and electricity consumed: for YMR meters (Yearly Meter Reading).

If you are a third party, you must first obtain a mandate for the access points concerned from the network user of their legal representative.
The form and content of the mandate must be agreed between the 2 parties. You will only need to present this in the event of an audit or at our express request.
Fill in the request form for the provision of data. You will need:
- The contact details of the organisation for which you are filling in the form.
- The contact details of a contact person to follow up on the request.
- One person from your IT department to set up the access to the SFTP server on which the files will be submitted.
Add the list of EAN codes related to your request to this Excel file in column A. These EANs must concern one single non-residential customer or customers belonging to a group that you represent, and must all start with 5414489.
Change the name of this file to the name of the third party and the customer in question.
Send the request form and the list of EANs concerned to b2b@sibelga.be.
- If your request has been completed in full, it will be processed within 10 working days of receipt.
- You will then receive an email with your username and a text with your password to access your directory on the SFTP server.
- You will also receive a second confirmation email and can access the server from the following day.
Please noteIf you are a mandated third party, we will inform the consumer customer for which you have submitted the request. If we receive no response from them within 10 days, we will consider this as their implicit consent. |
